Design services are selected on qualifications, then priced.
Public design work is usually procured by qualifications first: the buyer shortlists on team, experience and approach, and only negotiates fee with the firm it ranked highest. That single fact reorganizes everything — the response is a curated record of who you are, and the material it draws on either exists in a maintained form or is rebuilt under deadline every time.

Some of these ask for no fee at all, and some ask for a full design. Reading the instrument correctly is the difference between a two-week effort and a two-day one.
| Form | Opportunity type | What it is | When it appears |
|---|---|---|---|
| instrument: RFQu | Request for qualifications | A shortlisting step judged on firm experience, key personnel and relevant projects, with fee excluded from the evaluation entirely. | The default opening step for public design work |
| instrument: RFP | Scoped design solicitation | A defined project with a programme and a schedule, where approach and sometimes fee are evaluated alongside qualifications. | Follows capital budget adoption, and clusters after a bond or funding decision |
| instrument: RFQu | On-call or term agreement | An appointment to a roster for unspecified future work, drawn down through task orders over several years. | Every two to five years per agency, and quietly valuable to hold |
| instrument: RFP | Design-build teaming opportunity | A contractor assembling a team seeking a design partner, where the selection is made by the builder rather than by the owner. | Compressed, and driven by the contractor’s own bid deadline |
| instrument: RFP | Design competition | A competition judged on submitted design proposals, sometimes with a stipend, usually for a signature or civic project. | Occasional, and expensive to enter whether or not a stipend is offered |
Where design work is advertised.
Public design procurement is unusually local. The buyers who commission the most work are frequently the ones with the least visible publication.
State and municipal capital programmes
Departments of transportation, public works and general services publishing design services for their capital plans.
Prequalification with the agency is often required before a submission is even accepted, and it runs on its own annual cycle.
School districts, universities and health systems
Institutional owners with continuous capital programmes and their own standing lists of approved design firms.
These publish individually and inconsistently, which makes them the tier a manual watch process drops first.
Special districts and authorities
Water, transit, airport, port and utility authorities, which commission substantial engineering and publish on their own sites.
Each has its own standard forms and prequalification regime, and none of them will remind you that yours has lapsed.
Contractor teaming requests
Design-build and progressive delivery teams seeking design partners ahead of a contractor-led bid.
Almost never published. What is public is the underlying construction solicitation, which is the tell that teaming conversations are happening.
Capital plans and funding decisions
Adopted budgets, bond measures and grant awards that name projects years before their design services are procured.
The lag between a funded project and its design solicitation is long and irregular, so this is positioning information rather than pipeline.
Why qualifications submissions get set aside.
In a qualifications-based selection the disqualifiers are administrative and the differentiators are evidentiary. Both are unglamorous and both are decisive.
Prequalification not current
Many agencies require a firm to be prequalified in specific work categories before a submission is accepted, and the certificate expires without warning.
What the platform showsPrequalification status by agency and category sits in the firm profile and is checked against each solicitation as it arrives.
Licensure in the wrong jurisdiction
Both the firm and the individual professionals of record must be licensed where the work is, and reciprocity takes longer than most submission windows.
What the platform showsThe place of performance and stated licence requirements are extracted, so the licensure question is asked at intake rather than at contract award.
Project sheets that do not match the relevance test
Buyers define comparability by type, size, delivery method and recency. A portfolio of excellent but non-comparable projects scores poorly and reads as inattention.
What the platform showsThe stated relevance criteria come out of the solicitation as explicit tests, which makes selecting project sheets a matching exercise rather than a taste one.
Key personnel committed elsewhere
Selection panels score named individuals and often interview them. Naming a principal who is fully committed on another project is a credibility problem in a small market.
What the platform showsPersonnel requirements and interview expectations are on the requirement list, so availability is settled before a name is submitted.
Standard forms filled from an old copy
Federal and state qualification forms have prescribed structures and character limits, and last year’s file carries last year’s staff and last year’s projects.
What the platform showsWhich forms are required is extracted with the rest of the requirements, and the response package is assembled against that list rather than from a folder.
A search built around discipline, delivery method and place.
Design work is defined by what is being built and how it is being delivered. Those two, plus where you are licensed, describe the biddable market almost completely.
- Architecture · civil · structural · mechanical · planningDisciplines are how buyers scope design solicitations, and a firm’s prequalification categories are usually recorded the same way.
- The project types your comparable-project record actually supportsComparability is the scored criterion in qualifications-based selection, so asset type predicts your score better than discipline does.
- Design-bid-build · design-build · progressive · CM at riskDelivery method determines who selects you and what the submission must contain, and the two differ more than the scopes do.
- States and localities where the firm and its professionals are licensedLicensure is a condition of performing the work, and it is one of the few things that cannot be arranged inside a submission window.
- Agencies where your prequalification is currentA submission to an agency you are not prequalified with is frequently not evaluated at all, whatever its quality.
- Construction value bands your comparable projects supportScale mismatch is the most common reason a technically strong firm is ranked below a less capable but better-matched one.
Design competitions are excluded here by default. They are worth entering selectively, and mixing them into the qualifications queue makes an expensive discretionary decision look like routine pipeline.
What a qualifications package has to contain.
This is a curated evidence file rather than a proposal. Almost every element already exists somewhere in the firm; the failure mode is that it exists in six versions.
Standard qualification forms
The prescribed federal, state or agency forms, completed for this project with current staff, current projects and the stated character limits respected.
Key personnel with résumés
Named individuals, their registrations, their role on this project and their availability, with résumés written to this solicitation’s relevance test.
Comparable project sheets
Projects selected against the buyer’s stated comparability criteria, with construction value, delivery method, completion date and a reference for each.
Approach and understanding
What is difficult about this specific project — site, phasing, stakeholders, regulatory path — and how the team intends to handle it.
Subconsultant team
The specialist firms completing the team, their scopes, their qualifications and any participation goals the solicitation attaches to them.
Insurance and licensure evidence
Professional liability limits, certificates of insurance and firm and individual registrations for the jurisdiction of the work.
What design firms use the platform for.
Watching a fragmented set of local publishers, keeping the qualification material assembled rather than rebuilt, and producing a package that matches the prescribed structure.
RFP discovery
Find published solicitations across government, public and private sources.
Municipal, district and authority publication is the most fragmented tier of this market and the one where a firm’s local advantage is easiest to lose.
Response automation
Plan the outline, draft each section, compose the document.
Résumés and project sheets are the same material every time, selected differently — drafting from a library is what stops six versions of a project sheet existing.
Delivery and exports
A branded link you can withdraw, or a PDF at any page size.
Qualification packages have prescribed structures and page limits, and a layout drawn by code produces the same document every time it is generated.
Go/No-Go analysis
Qualification requirements checked, and the decision recorded.
Prequalification, licensure and comparability are gates, and recording why a submission was declined is what stops the same one being reconsidered next quarter.
A qualifications submission, from notice to package.
Typically two to four weeks. The scarce resource is not writing time, it is the attention of the principals whose names go on the submission.
- stage: Standing
The firm’s evidence base
Registrations, prequalifications, insurance limits, personnel résumés and project sheets are maintained as records rather than as files on a shared drive.
Material that is current when a solicitation arrives instead of after it does.
- stage: Day 1
Gate on eligibility
Prequalification, licensure and any participation requirements are checked, and the pursuit decision is recorded with the principal who sponsored it.
A go decision with a named sponsor, which is what makes the deadline hold.
- stage: Day 2
Read the relevance test
The comparability criteria, evaluation weights and submission rules are extracted so project selection can be argued against the text.
An explicit list of what counts as a comparable project for this buyer.
- stage: Days 3–5
Assemble the team
Key personnel and subconsultants are confirmed against availability, and their roles are written to the scored criteria.
A team chart the principals have agreed to before anything is written about it.
- stage: Week 2
Draft approach, select evidence
The understanding and approach are written to this project’s difficulties while résumés and project sheets are tailored from the library.
A submission where every project sheet answers a criterion the buyer stated.
- stage: Final days
Produce to the prescribed format
Forms, tabs, page limits and binding instructions are followed exactly, and the package is exported and logged against the record.
A compliant package, and a record of which projects were used for this buyer.

Local RFPs
Cities, counties, districts and public authorities.
Cities, counties and districts commission a large share of design work and publish it in the most scattered way.
State RFPs
State agencies and public universities.
Public university systems and state facility agencies run continuous capital programmes with standing lists of approved design firms.
Templates
Section structures that follow the way responses are evaluated.
Section structures that follow how evaluators read, which in qualifications-based selection is a scoring sheet rather than a narrative.
