    Manhattan Cruise Terminal Community Fund Administrator

    New York City Economic Development Corporation (NYCEDC) is issuing a Request for Proposals (RFP) to identify qualified Fund Administrators to manage the Manhattan Cruise Terminal Community Fund (MCTCF) designed to support projects identified by community members and may include, but are not limited to, environmental stewardship, public realm improvements, and workforce development initiatives in the Hells Kitchen. The selected Fund Administrator will be responsible for leading and managing transparent project solicitation and selection processes, overseeing Fund disbursement, implementing robust monitoring and evaluation frameworks, and memorializing funding priorities in collaboration with local stakeholders all through an inclusive community engagement process. The MCTCF is financed through a $1 per passenger fee collected from cruise lines operating under exclusive berthing agreements. NYCEDC anticipates approximately $2 million in total funds for MCTCF by the end of calendar year 2026, with disbursement amounts expected to range between $700,000 annually. The administration fee for the selected organization will be sourced from a portion of the MCTCF Funds.

    Scope of Work The Work under this Contract (RFQ No. 517996  Elevator Package) consists of the rehabilitation, modernization, maintenance, and service of fourteen (14) elevators across seven (7) residential buildings, including ten (10) elevators in five (5) buildings at Rutgers Houses and four (4) elevators in two (2) buildings at Straus Houses. The Contractor shall provide all labor, materials, equipment, supervision, and incidental services necessary to complete the Work in accordance with the Contract Documents. The scope includes, but is not limited to, the removal and replacement of existing elevator systems and the furnishing and installation of new elevator equipment, including machines, controls, hoistway components, car enclosures, doors, communication systems, safety devices, and associated electrical components. The Work also includes testing, inspection, commissioning, training, and coordination with NYCHA and other trades, including a separate electrical package. The Work shall be performed in phased construction to maintain building operations, with coordination requirements intended to minimize service interruptions and impacts to residents.
